runescape played from the website is a java program, it connects 
on ports 43594-43595 and 8010, those are the ports you would need to
throttle and are unlikely to affect standard web traffic.

The other option would be to list the IP addresses of the various
runescape servers but that would need more maintenance.

ADSL/cable might be more useful if it's available - if available it's
likely to be faster and cheaper than another t1 and you can set which
line to use for different traffic if there's anything (e.g. subscription
services restricted by IP address) needing the connection to come from
the existing range (you'll find more on how to set up multiple outgoing
