Whereas with xxxx:xxxx:xxxx:xxxx:zzzz:zzzz:zzzz:zzzz a way to match on the "z" part, the IID, alone, without regard to the "x" part, the prefix, would allow for stable pf rules even when the ISP changes the prefix.
