I don't think there was ever much enthusism from the people actually involved in running cvsweb for putting anubis in front of it in the first place. Not sure if you are aware of this, but NetBSD have their own cvsweb instance which faced similar issues with being crawled by bots. Their solution was to put anubis in front of it. There was plenty of discussion about it at the time on the relevant mailing lists if you want to get an idea of how well it was received as a solution to the problem.
