Do you also have one bad stick installed? I'm not sure of OpenBSD's mechanism for detecting installed memory, but if you really have only 128mb then the suggestions at http://www.openbsd.org/faq/faq4.html#InstProb (4.12.1) and man boot(8) may allow you to limit OpenBSD's memory to 128mb (or 64mb, to be sure).

I had a slightly similar problem with one of my servers (http://cvs.openbsd.org/cgi-bin/query-pr-wrapper?full=yes&numbers=3865), but that only happened when I had memory installed in the third of four slots (?!?) and no longer occurs. (I was also able to start the install, the crashes seemed random.) It is a P2 with a BX chipset though, so maybe it's somehow related, so maybe try a different socket.
