I do not think it will go to solve your Perl problems and unfortunately I can't help more than suggest you to yahoo for it.. however, I developed https://github.com/par7133/BugzillaPHPwrapper that I'm actually successful running on http://bugs.5mode.com and that it should help mantaining your eventual php/fastcgi webserver conf interacting with Bugzilla Perl base. The wrapper is supplied AS-IS and due to my limited capacity I can't guarantee to be 100% Bugzilla complaint.
