Ok, ignore my previous mail. The solution is to use -soii:
# ifconfig em0 autoconf eui64 -soii lladdr f2:b6:71:e6:11:7e

This makes the non temporary public and ULA addresses use the EUI-64 IID based 
on the lladdr.
