Maybe I am missing the point, but one can change providers without having to manage a mail server, for example just having their own domain (or not) at a provider that manages the email servers, such as with pair.com (just a content user, many conveniences and flexibility, and I feel ~"enough" control over my email, but they run the servers, I can set various kinds of rules or DKIM things etc if memory serves, but don't have to), and maybe pobox.com (but it has been a long time since I used pobox), and I imagine others.
