There is another possibility: it is the same design but was manufactured
with different IDs burned in for political reasons.
Okay, I know this is shot in the dark, but hell: given the comments
you quoted, how can we be sure that it will work on irqs >=15?
Otherwise, you could try swapping the IDs in the source code and seeing
how that goes...
