We observe the same problem. Our system is logging blocked packets to a remote system using logger and syslog like documented in the faqs (http://www.openbsd.org/faq/pf/logging.html). We got this messages since the upgrade to 5.9 (amd64) stable. After the upgrade to 6.0 the problem remains. I ran some test on a VM running 6.0 stable amd64.
