Okay, at this point I'm blaming the ISP issued router. I can't add a static route and therefore, I think it's to blame for nothing in 172.16.13.0/24 to get out to the internet. Well the ERL may still collect dust, but it will give me more of a reason to replace the ISP router for something decent.
