Hi George,
The section you pointed out is:
"Updating an existing tree"
the section before it is:
"Getting an initial tree"
In the previous section you are told:
If you are following the 6.0 -stable branch:
$ cd /usr
$ cvs -qd [email protected]:/cvs get -rOPENBSD_6_0 -P src
This covers telling people how to set up a CVSROOT for the first time.
