I've had similar problems with snapshots. During Saturday I downloadad base59.tgz off ftp.eu.openbsd.org for amd64, and it was missing libc. It simply wasn't there. Got a sligtly newer snapshot off ftp.openbsd.org that was more complete. I've scrapped that installation now (was on a VM) so I can't recall the exact datestamps... It happened to me once before too, in November I believe.
