It is a bit historical.  A large factor is that unfortunately people's
fingers remember things.

In reality the cost is very small, since they can be hard links that
act subtly different.

Why do we have grep and fgrep?

Why do we have sh and ksh?

more and less?


strlcpy and strcpy?

Sometimes when a new thing comes in, it is not enough to completely
replace the old.
