Hi, In section 6.4.2 - DHCP Server (http://www.openbsd.org/faq/faq6.html#DHCP):
"If there were fatal configuration errors, it will exit and let you know
that it failed to start ("dhcpd(failed)"), and tell you why in
/var/log/message."
should be /var/log/messages.
