Sounds like a BGP issue somewhere maybe if some can and some can't ;)

From the UK (which works);
host www.openbsd.org => 129.128.5.194
whois 129.128.5.194 => ASN 3359
A quick check on http://visibility.it.uc3m.es shows ASN 3359 does have some limited visibility prefixes, but not one including this IP so that’s not the problem.

host openbsd.org => 199.185.137.3
whois 199.185.137.3 => ASN 22512 (THEOS-NET-OPENBSD)
A quick check on http://visibility.it.uc3m.es shows ASN 22512 is also fine.

Another check on 'loads.in' using their server in Kuala Lumpur, Malaysia can also access it fine!

Finally a check using RIPE NCC's analyser 'https://stat.ripe.net' reports;
AS3359 is visible by 100% of 85 IPv4 and 0% of 86 IPv6 RIS full peers.
AS22512 is visible by 100% of 85 IPv4 and 0% of 86 IPv6 RIS full peers.

When you say OpenDNS says its down have you got a premium site monitoring account with them, and if so do you know where their monitoring server is? I thought OpenDNS provided distributed monitoring and so would give you a list of the problem areas?

Anyway, sadly no clues here, but it would seem that global routing is fine for these AS's and so could be something closer to you..
