man crontab (from fresh OBSD 3.7)
FILES
/var/cron/cron.allow list of users allowed to use crontab
/var/cron/cron.deny list of users prohibited from using crontab
/var/cron/tabs directory of individual crontabs
I think there's a reason that they include the man (manual) command.
Works much better than playing guessing games.

is this crontab disable by default?
