I don't run bind on my openbsd box, but isn't it setup to chroot into
/var/named?

I believe that you need to put rndc.key relative to the chroot'd
environment (/var/named/etc/...)

...of course, it's a shot in the dark, I don't know how you configured
bind, if you changed anything at all etc...
