It looks like you don't have 32-bit Wine, so Wine can't run 32-bit executables. You may try installing 32-bit Wine.
Also, there should be a way to tell meson that you're cross compiling that that is does not to try to run binaries. IIRC it was something like needs_exe_wrapper = true.
