Hmm, I'm sorry if I didn't make it clear: all the fixes for installation under cygwin and XP have been merged. If you download http://win-builds.org/stable/win-builds-bundle-1.3.0.zip and use its files, you should have nothing to do besides running "msys-cygwin-install.sh". You've actually made me notice an issue with the cygwin/msys installer: it doesn't copy bsdtar and wget to bin/ (and liblzma). This prevents doing updates later on without the installer around. It's a minor inconvenience and not the issue you currently have though; for yours, you really only need the latest installer package.
