It's MinGW:
*Min*imalistic *G*NU for/on *W*indows

Personally, I think it's a crappy name, as it fails to describe what it
really is :-) "Open Windows Runtime" or something would be a lot more
descriptive.
 - Have you installed OWR yet?
 - Have I installed our what?
...
