No, it isn't; please read the official GPL/LGPL FAQ to understand why, 
particularly 
<http://www.gnu.org/licenses/gpl-faq.html#AnonFTPAndSendSources>. And 
even if it were enough, it's still more of a burden than a casual user 
wants or is likely to comply with.
