No, a shell implies using *nix API. Besides mingw* is independent of any
shell, use Cygwin cross compilers if you must do this on Windows, Cygwin
comes with zsh.

Likewise, you can use mingw cross compilers on Linux as you would on
Cygwin. Many distros come with ZSH available in their package repos.
