Take any of my builds. Say you have extracted it so that
C:\mingw32\bin\gcc.exe
exists.
Then you need to run
export PATH=/c/mingw32/bin:$PATH
from the msys shell, or mount C:\mingw32 to /mingw.
For cmd.exe, you can use the cmd script in the recent builds.
