ok, I was using a binary supplied from my distro (Arch) which should
have been built with those flags. Maybe the packager who built it
didn't have ladspa.h on their system? However I recompiled it and now
ladspa plugins appear in the Effects dialog.

BTW what do the letters [L] and [S] before an effect mean?
