I think you confuse few things. DRI architecture and OSS radeon DRI driver are tightly bound to Mesa. The DRI driver install callback in mesa. The only driver which use DRI architecture i am aware of is fglrx. And i don't know any implementation of OpenGL that can take advantage of open source DRI driver beside Mesa.
