Hi all, nothing special here, just updating addrlib from the internal version.
This is bigger than usual because they decided to reorganize the source a bit. It does make a bit more sense this way. There's also a whole lot of churn in whitespace because for the first time I've used the same tooling that is used for AMDVLK. Hopefully that will make things simpler going forward.
