Mesa currently sets ctx->Version to the highest version the driver supports for
the selected profile, which may be higher than the GL version requested in
glXCreateContextAttribsARB. An example of a user bug due to this behavior:

There should at least be some documentation about the current behavior in the
gl_context struct.
