After rebasing and testing against master (11.1-branchpoint-653-
g5c5ad4d) I can't reproduce this issue anymore.
Optimizations both in brw vec4 and fs are just called once, so we don't
get steps overwritten.
So I think I'll keep this patch unpushed for now.
