Those arrows are usually part of the CategoryTree extension. It seems like the main issue is that you customized categorytree-expand-bullet and other bullet messages with html, which isn't supported for that message. In the past this would have worked fine initially but then broke if you ever clicked on the image, since f36af623179 the message consistently does not support html. In languages without the customization https://broadwcast.org/index.php/Category:United_States?uselang=en-gb it works fine.
