You can try reporting an issue at w3c's GitHub repository: https://github.com/w3c/csswg-drafts
In the past w3c used Bugzilla. I reported some things there, and I remember that at least one got resolved ( https://www.w3.org/Bugs/Public/show_bug.cgi?id=18490 ).
