That is exactly what the createaccount permission is. Do something like (i
havent tested this and im a little rusty on the autopromote syntax):
$wgGroupPermissions['*']['createaccount'] = true;
$wgRevokePermissions['usernotadmin']['createaccount'] = true;
$wgAutopromote = [
'usernotadmin' =>
[ '&', [ APCOND_INGROUPS, 'user' ], [ '!', [ APCOND_INGROUPS, 'sysop'
]]]
];
