This skin is 4 years old, it will not work with the current MediaWiki without changes. The code of this skin is tightly bound to the Vector skin and the code changed a lot. You might want to experiment and apply the changes from https://github.com/Sturmkrieg/mw-VectorBlue/blob/master/screen.css to you [[MediaWiki:Vector.css]] file to apply some modifications to the current Vector skin.
