That file is on English Wikipedia, not on Commons, so won't be picked up by
the default "InstantCommons" setup. You'll need to configure
$wgForeignFileRepos manually to include a suitable entry for
en.wikipedia.org similar to the Commons one:

https://www.mediawiki.org/wiki/Manual:$wgForeignFileRepos#Using_files_from_Wikimedia_Commons_:_ForeignAPIRepo

If you already have such a configuration make sure it is correct and using
https, not http.
