A LocalSettings.php file must be in the current directory, but it can
include more files from wherever you like.
Just as Wikimedia Foundation does for our own sites, you can store the bulk
of the config in another directory that has its own version control
repository.
for example:
w/LocalSettings.php:
<?php include '../config/LocalSettings.php'
config/LocalSettings.php:
<?php /* blah blah blah */
