That error sounds unrelated and yes it sounds like an update of PHP is needed.
Hard to fix user issue if Special pages aren't working. All registered users are in the user group. If you can get to it. Register a test user and look in this list. /wiki/Special:ListUsers If no test user shows I'm wondering if your DB has issues. Or your host has terrible limits for db usage. Could explain the error.
