Wikia allows anyone to create a wiki by simply following a simple form and filling in some basic information. Once that's done, you can start working on your new wiki. Their own rules allow the hosting of anything except adult content (i.e. - pornographic) like most other wiki services. They are completely ad supported, so there is no cost to host a wiki.
