The 2 projects that come to mind offhand are http.debian.net < https://github.com/rgeissert/http-redirector> and Mozilla's bouncer < http://blog.mozilla.org/webdev/tag/bouncer/>. hrmmmmm, I wonder if dumps mirrors have trace files? like Debian does.
