Probably. Although it's possible that it is only used if your table
doesn't have an explicit charset (which it likely has).

About the long answer: mysql utf-8 support is limited to the BMP, using
binary, allows the full set. It is also better for indexing as it
doesn't use so bytes much per character (assuming a mostly-latin text).
