I don't know why it's missing from the release, but the tests and the support certainly still is there. You could just clone the mediawiki/core repository from git if you need it right now: see https://www.mediawiki.org/wiki/Git for details or just run `git clone https://gerrit.wikimedia.org/r/p/mediawiki/core.git`.
