Do you mean you want to make your install a single-user install?
You asked "How do I stop ANYONE else from registering....."

If so, this is how I setup my own install recently.  Single user.  Myself.

As for spam, you will want to at least learn about a Captcha.  I had good
results with QuestyCaptcha.

Nunca use uma solução Shojo para um problema Seinen.  E se possível, nem
vice-versa.
