You can do this in the web server's configuration. For example, in
Apache, you can use something like:
<Directory "/Path/to/wiki">
Order deny,allow
Deny from all
Allow from 192.168.1.1
</Directory>
in the virtual host specification for the wiki. See the documentation
for your web server for details.
