That is pretty much true.  The problem is when a signal isn't recorded
properly and the one isn't written as strongly as it should have been. 
There is a certain tolerance and if it is in that range, it will be
interpreted as a one.  If it is out of that range it will either be
interperted as a zero or  an unkown, I am not sure which.
