I can use .htaccess only. So I must use FilesMatch instead of LocationMatch. While access a file not exists, Apache throw 404 Not Found Error. At the end, I use RewriteEngine.Write the rule for the .html file. It seems that dhandler can work fine.:)
This approach depends on the mod_rewirte.
