GeoMoose has a Popup capability as well, although the docs are bit
lacking right now. I'm working on them as time permits.

Are you thinking of something like the balloon callout on Google maps?
This is usually done in the client software separate from mapserver.
You might want to look at OpenLayers as a javascript client library
that can use mapserver on the server side to generate the map images.
