MapXtreme Java (from MapInfo) is one application that you can use to serve maps over the internet in a GIS environment.  An example of an applcation written using MapXtreme java is a product recently released by my company, called "Encounter".  For more information and a look at the demo site go to www.encounter.ersis.com.
