I just loaded up a building footprint file I have which was in nad27 and
saved it as nad83 using the save as function with the new projection. The
new file reflects the nad83. I use utm nad 27/83 though. Maybe it doesn't
work with the lat/long, i'm not sure.

I have a map of building footprints in lat/long NAD 27. I want to convert
them to lat/long NAD 83.
I've tried 'Save Copy As...' with a new projection...I've tried exporting to
MID/MIF with new projection.,
yet all attempts result in a file with the same coordinates for the same
objects.
What am I doing wrong?
