If that does not lead to stopping the spam, it's proper to say that abuse 
reports are ignored.

Please use the term "configmed opt-in" - it's not "double" as nobody is required to sign-up two times. The confirmation it really important.

I also believe the confirmation should be done best via e-mail, as there are spam scanners (or dumbasses) able to follow links unintentionally.

The problem lies in others' ability to subcribe you to those groups without your confirmation and then send spam to you using those groups.
