If this is important to you, I'd suggest hiring a consultant who understands 
this area.  Keep in mind that you are not Google's customer,
most of the people to whom you are sending mail are not Google's customers, and 
it's quite possible that some of those non-customers
marked your proxy vote mail as spam even though their brokers think they asked 
for it.

If you want I can make some informal suggestions.
