Does somebody have more insight if they tried to make it a standard, and
failed, so went on without one?
there is an "experimental" RFC9078. I understand, from discussions long
ago, that Google's messages do not conform.
The RFC was an ad hoc and independent effort, but with a fair amount of
participation in the IETF.
Besides Google, Microsoft already has a similar faciliaty in email.
Sure would be nice for them to adapt to the RFC specification...
