Do you mean this:

Unfortunately it is not included in Debian and i have zero
experiences with ruby and building its packages...

I am aware of whob tool, but i was not able to build query
for netname. I tried various forms (as pwhois help do not
mention net-name at all), eg.:
whob "netblock net-name=PAN-22"
I tried routeview & registry too, i tried netname and net_name,
but result is always the same:
Error: Sorry, I don't like your input. You may ask for 'help'
